Louisiana Economic Development places great emphasis on expanding the state's life science industry, with life science centers located throughout the state and aggressive initiatives targeting the biotechnology and biomedical. The state’s $500 million investment in the industry includes funding towards:

  • 120,000 square feet of wet-lab incubator space in Shreveport,
    Baton Rouge and New Orleans
  • Gene therapy Good Manufacturing Practice facility
  • Louisiana Cancer Research Center in New Orleans
  • Tulane Primate Center
  • New obesity research facilities at Pennington Biomedical Research Center
  • Support the formation of venture funds
  • Angel investment tax credits

The strategy has two primary objectives:

  1. Foster a vibrant entrepreneurial culture to support the formation and growth of biotechnology firms in Louisiana
  2. Establish a seed capital fund for early stage proof-of-concept and business formation

State incentives include:

  • 50% Angel Investor Tax Credit
  • 40% Research Commercialization Tax Credit
  • 6% annual salary rebate for 10 years

In other developments, LED supported the establishment of the Good Manufacturing Practice laboratory for stem cell research and the creation of the Louisiana Cancer Research Center of New Orleans, while also funding the Gene Therapy Research Consortium.

The Pennington Biomedical Research Center in Baton Rouge is a 403,000 square-foot core research complex that houses eight Basic Research laboratories, three Clinical Research Units, nineteen Core Service laboratories, inpatient and outpatient clinics, a research kitchen, an administrative area, and more than $20 million in technologically advanced equipment.
